Large chunks of org.apache.maven.shared.utils are out of date and duplicate better maintained code in the Java class libraries, Apache Commons Lang, Apache Commons I/O, or even all three.

Add deprecation comments and annotations to such methods, classes, and fields with pointers to the modern replacements for this functionality.
