• I had searched in the issues and found no similar issues.

What happened

when single master restart, it will try to failover master. But it was failed with the null host.

What you expected to happen

failover successfully when single master.

How to reproduce

Stop the worker-server, run one workflow, then the task will be submit success.
Then restart the master-server.
