Steps to reproduce the issue

• add a vpc
• add a vpc tier and deploy a vm
• add a private gateway
• add static routes to private gateway

expected:
the private gateway ACLs apply on both the private gateway network but also the static routes

actual:
the private gateway ACLs apply on the private gateway network only.
No rules from/to the IPs in the network of static routes
