The required feature described as a wish

As an Admin, I'd like to be able to customize the Console Proxy VM NTP servers. Currently, these are not configurable.

Currently, ntp.server.list only configures the Secondary Storage VM NTP servers. I would expect this setting could be expanded to include the Console Proxy, or each setting should be broken out to better align to their intended scope (e.g., cpvm.ntp.server.list).
