The error when pointing specific domain and 'all zones' and public=true when registering template is misleading:
🙈 Error: (HTTP 431, error code 4350) Please specify a valid zone Id. Only admins can create templates in all zones.
Having this combination does not make sense in the tenant logic of cloudstack, you cannot have public template for a specific domain and all zones. there should be a better error message like: 'The combination of public template in specific domain is not supported' or more generic one.
