UI: No account selection in the zone creation wizard

The steps to reproduce the bug

1. Have a Cloudstack environment with multiple domains and account under those domains
2. Navigate to Infrastructure > zone > Add zone
3. Provide the zone details

There is no option to select the existing account

4. The option to select accounts in available for PODs, Clusters,Host

What to do about it?

Provide the same option during zone creation
