[C++][FlightRPC] Allow FlightInfo.schema to be nullable

### Describe the enhancement requested

The C++ part of apache/arrow-java#167 / apache/arrow#37553. I believe the C++ code mostly already supports nullable schemas, but we should explicitly test this and update any documentation as necessary.
