[C++] Bundled AWS::c_cal can't find libcrypto on manylinux #34214

Describe the bug, including details regarding any error messages, version, and platform.
Build failures: #34159 (comment). We should pass OPENSSL_ROOT_HINT to CMAKE_PREFIX_PATH for bundled AWS.
