This is a follow up to #35536 - moving the httpx import back to function scoped since it was moved there for performance purposes (see 1a8a897#diff-e7f34f73940eb52d92bb991abedc1c963431c5373c12dff739c8fb7d03e93d3aL24). This means we need to perform the import twice.
Checked and ensured that logs on EmptyOperator still work as they did before:
