Updates the repo to the `next` version of Angular 15.1.0. This will allow us to switch to TS 4.9 when the CLI has been updated in angular/angular-cli#24462. These changes also expand the `peerDepdency` range to include `15.1.0-next`, because it was blocking the CLI from updating.
