This uses a fake timer scheduler implementation to ensure timer tests do not cause flakiness, similar to the incremental hydration tests.

The is probably a correct workaround but let's maybe escalate the issue to see if someone has an idea of what the root cause could be.

The flakiness fixed by #60448 probably has the same root cause.
