Also updates the bug report template script so the test app config matches what rails does currently for their bug report template scripts. Now using latest sprockets and removes unnecessary jruby platform gem.

This completes the SASS styles migration to Tailwind CSS so all SCSS files and the
sassc-railsgem dependency have been removed. We will continue to update the Tailwind styles in separate PRs.
