Description:
In scope of this pull request we remove
stableinput and fix SemVer notation (previous 1.17.0-rc2 -> 1.17.0-rc.2). For now action needs thestableinput to install unstable releases. In this pull request we remove thestableinput and allow to install unstable versions without it.Related issue: #191
