Tested without the Gutenberg plugin activated:
- Regression: File block: Fix embedded PDF files in Safari
Tested - restores the PDF files in Safari Version 17.0 ✅
- Regression: Term Description block: ensure block is registered in core - fixes Core Trac 59755
Tested - restores the block, fixing the BC break and regression ✅
Changes LGTM and are ready for commit.

The npm packages needed update for 6.4 RC3. Patch: #5587.
