What?

Discovered while testing #40357.

The Navigation Link block was constantly re-rendering even when typing into a different block.

Why?

Re-rendering affected typing performance, especially if you've got a few large Navigation blocks on the page.

How?

The re-rendering issue was caused by blockTransforms changing on every store update. The NavigationLinkEdit component doesn't need this state, so I moved useSelect inside LinkControlTransforms.

P.S. While this is a valid fix. As a follow-up, we might want to look into the getBlockTransformItems selector performance.

Testing Instructions

1. Open a Post or Page.
2. Insert a Navigation Block.
3. Select or create a menu with a few items.
4. Confirm that link transformation works.
5. Confirm that block doesn't re-render when typing into a paragraph using React DevTools.
