That fixes it, thanks!
One more issue I spotted is that if you add enough button blocks so that they wrap to a new line, then in-between inserter when hovering (not dragging) doesn't show on the second row. I think that's because this code needs to do more than check the horizontal position:
edit: I've attempted a fix for that in #32615.

Fixes #31896 (comment).
It look like the block settings are only set at a later point and the orientation is no dependency of the callback. Generally it's better to call selectors in callbacks (so not used during render), so I moved it there.
