Describe the issue
PR #661 from @jtgrasb that moves simulink functions into .m files is no longer in dev.

The .m files are still present, but the changes in the library were lost. It appears that all other library changes since v4.3 release (fixed constraint mask fix, moorDyn mask fix and the just merged ME/nlHydro updates).

This could be taken care of immediately, or after all development stops on 9/24 before the next release.
