Non-Hydro Body, define cb and dof #497

With the addition of the Drag Body from #423, we now need to specify body.cb and body.dof for all non-hydro bodies. The quick solution was to initialize body.dof = 6 in the bodyClass, and to have users specify body.cb in the wecSimInputFile, however we should revisit this decision and determine if there's a more robust solution.

This relates to WEC-Sim/WEC-Sim_Applications@a3c7a73 and 8165b3e.
