Ensure that controllers correctly stop handling paused objects

Add end-to-end tests to ensure controllers honor Spec.Paused: reconciliation is skipped while paused and resumes when unpaused. Tests cover VMAgent, VMAlert, VMAlertmanager, VMAnomaly, VMAuth, VMCluster, and VMSingle by verifying scaling attempts are ignored during pause and applied after unpausing.
