The tooltip used to describe the options in the select is too long. Using a tooltip for this type of information is not very user friendly, and should be displayed in a more (semi-)permanent manner. This could be either a modal that allows the user to read everything in their own pace, or shown as permanent information in the form (e.g. a column to the right).

In addition, if the page is scrolled to the bottom, the tooltip will flicker when opened.
