Might be good to have the version we need to hit as a TODO in the USER_SAFE thing so it isn't forgotten about or looked over until its well after the min. supported version.

  - Restrict usable minimessage tags in titles/surnames, courtesy of
Warrior with PR #8096.
  - Re-add removed res_8 lang string, courtesy of Warrior with PR #8097.
  - Add new hovers to town and nation lists.
    - Separate spawn and town/nation status screen hovers/clickables are
now available.
    - Closes #8100.
  - Add PLOT_GROUP_TOGGLE to TownyCommandAddonAPI, courtesy of Veyronity
with PR #8107.
  - Bump me.clip:placeholderapi from 2.11.7 to 2.12.2.
  - Bump org.apache.maven.plugins:maven-compiler-plugin from 3.14.1 to
3.15.0.
