What problem are you trying to solve with Submitty
After #12412 and #12354 are merged, there should be a third PR that moves the input for adding a section to a better part of the page. Once delete section is removed from the right side of Manage Sections, Add Section will look out of place and clunky.

Describe the way you'd like to solve this problem
The way to add a section should be moved to a more intuitive location, perhaps under the table of sections.
