What problem are you trying to solve with Submitty
The current default for new courses is that the discussion forum is disabled.
(This has caused some confusion for instructors who are familiar with Submitty but who forgot that they had enable this feature.)

Describe the way you'd like to solve this problem
Most courses do want to use the forum, so let's change this default.
New courses should have the discussion forum ENABLED by default.
If a course does not want to use the forum, the instructor can disable it from the course settings page.

NOTE: No change to existing courses -- no migration is needed.
