Description
We do not describe in setup the development environment how to configure an IDE to work on the project. We should describe

- How to configure PyCharm/IntelliJ
Where applicable we should explain
- How to set the interpreter to the
poetryenvironment that was created bypoetry install - How to set
pytestas the test runner - How to set
Numpyas the style of docstrings
