Bug Description

When looking at case classification for Pneumonic Plague, one of the symptoms that would trigger a classification as probable/possible is Chest pain, but it is not on the list of symptoms

Reproduction Steps

1. login
2. create case of plague, pneumonic type
3. go to symptoms
4. look to check off chest pain to trigger case classification
5. no chest pain symptom exists
   ...

Expected Behavior

when selecting pneumonic plague, symptom: chest pain should be an option to select and it should be linked w the case class
