Add a major-minor build info json
PR Context
Talking to @adityapatwardhan I realized that after we released 7.2, we would not have build-info json files pointing to 7.0 and 7.1 as 7.2 would be the latest stable and LTS. This PR is to give a channel to programmatically find the latest 7.0 and 7.1 build.
