A placeholder issue for "To Do" work mentioned in PR #998

Currently Organisations do not buy or sell vehicles from their garage(s) that are then used in calculating things such as raiding (see also issue #999 )

We need to identify and where possible improve for modding and playability the original game system used by organisations when buying/selling vehicles from the marketplace

Things to consider:

  • Do organisations buy/sell vehicles according to their finances and manpower? For example, if pushed into the red, will they sell vehicles to try and recoup funds? When wealthy, do they prioritise better equipment over the standard hovercars?
  • Do they attempt different weapons, engines and equipment loadouts? (And should it be set in a list as per Tech Levels load-outs?)
  • Once opened to modding, the system needs to be able to handle new vehicle types specified in mods
  • How do organisations pick vehicles? What criteria do they use? Is it related to "intended" missions that hour/day/week?
  • What road vehicles do organisations buy/sell?
  • Should there be a mechanism for combined road/air raiding to reduce bias towards air?
