Data tables error if we try to save concept set with a concept which is not included in default vocabulary source #1892

Expected behavior
The concept set is saved
Actual behavior
Steps to reproduce behavior
1)Configuration
2)Switch vocabulary data source from default one for current session(this data source should have concepts that are not included in default vocabulary source)
3)Create a concept set
4)Add concept which is not included in default vocabulary source
5)Try to save the concept set
