Move the test gate drop publish from vs-test/build.ym to the official pipeline
Product/Project/Repo..and it was failing to do the replacement. That resulted in two the same drop paths. The current drop path is as follows and it just simply constructs "TestGate/.." urlTestGate/Project/Repo/dev/<NuGet version>. This is reconstructible from the NuGet versionPR Checklist
