IsVsOfflineFeed_WhenSourceIsNotLocal_ReturnsFalse and IsVsOfflineFeed_WhenSourceIsNull_Throws are flaky #10926
Description
After the release-6.0.x branch was merged back to dev, they fail with:
Assert.Throws() Failure\r\nExpected: typeof(System.ArgumentNullException)\r\nActual: typeof(System.TypeInitializationException): The type initializer for 'NuGet.VisualStudio.Telemetry.TelemetryUtility' threw an exception.\r\n---- System.TypeInitializationException : The type initializer for 'NuGet.VisualStudio.Telemetry.TelemetryUtility' threw an exception.\r\n-------- System.IO.FileLoadException : Could not load file or assembly 'Microsoft.VisualStudio.Validation, Version=17.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The located assembly's manifest definition does not match the assembly reference. (Exception from HRESULT: 0x80131040)
