Closes #19376 via salvage.

Summary

Plugin image-gen providers were dispatched without a model arg, leaving plugins to pick defaults. Users on OpenRouter/ComfyUI/custom had no way to pin a specific model through config. Add image_gen.model read; forward to plugin .generate(...) when set; fall through to plugin default when unset.

Backward compatible — additive only.

Validation

scripts/run_tests.sh tests/tools/ -k image → 176 passed (1 pre-existing unrelated Docker test failure).

…patch Image generation plugins were dispatched without a model name, leaving the plugin to pick its default. Users on OpenRouter, ComfyUI, or custom backends had no way to select a specific model through config — they had to fork the plugin or patch the tool. Add _read_configured_image_model() that reads image_gen.model from the active profile's config.yaml and forwards it into _dispatch_to_plugin_provider(). When model is set, the plugin call gains a 'model' kwarg; when unset, the plugin falls back to its own default, so single-model users see no behavior change. Example config: image_gen: provider: openrouter model: flux-pro Tests: all 170 image tool tests pass. The new code path is opt-in via config and no existing test exercises it, so the change is strictly additive.

Split the OpenAI image plugin's virtual quality-tier IDs from the actual API model sent in images.generate requests. This keeps gpt-image-2-low/medium/high as UI/config tier selectors while allowing OpenAI-compatible backends to set the real payload model via OPENAI_IMAGE_API_MODEL, image_gen.openai.api_model, or the dispatcher-provided image_gen.model from NousResearch#21273 when it is not one of the virtual tier IDs. Also pass OPENAI_BASE_URL or image_gen.openai.base_url into openai.OpenAI(), and cover the resolver, provider.generate, and dispatcher model forwarding paths with tests. Closes: NousResearch#18793
