This PR or the PR it depends on? The top commit (this PR proper) just documents the status quo, which I (and @mschwaig) explicitly want to change, so I wouldn't view it as committing us to any design decision. (In fact, I have #12464 to change it. But I rather do that after this, so I can update the docs and code in one go, and we have something easier to review. That is why I am documenting the status quo first.) |
