Start page of Skosmos 3.0 (running from current Docker image). Configured with two vocabularies, one having a German title only.

Description of the problem

Start page shows a list of vocabularies with their title in the currently selected language. If some vocabulary lacks a title in the language, the vocabulary is it not shown. The vocabulary can still be accessed if you guess the URL ($BASE/$ID/$LANG/).

The start page should always list all vocabularies listed in the config file with a fallback if no title exists.
