Change merchant plant defaults to price matrix with fixed cleared capacity (was price/cleared capacity matrix).
Use Texas prices from Cambium instead of Arizona because they result in better NPV.
Update test script results: New prices slightly changes financial metrics of all merchant plant default configurations.
