Describe the bug

A bug report from @drevastation came in regarding TOU rates

Still not fixed, in 2020.11.29r2 and 2021.12.2. Using a Time-of-Day rate from Public Service company of Oklahoma GUID: 5dae1b2f5457a3cc62d2ae4f This crashes both versions.

This rate has kWh rates in June through October, but kWh/kW rates the rest of the year. SAM crashes when attempting to run this rate.

To Reproduce

Steps to reproduce the behavior:

1. Open attached SAM file:
   psco_tiered_rates.zip
2. Click simulate
3. See crash

Expected behavior

SAM should support the Oklahoma rate without crashing
