Detailed PV model sizing message logic incorrect when Vmppt_high < Voc < Vdc_max.

Steps to reproduce the behavior:

1. Open attached .sam file.
2. See message on System Design page.

Expected behavior

Sizing message should be "Subarray 1 Voc > Vmppt_high" instead of "Subarray 1 Voc > Vdc_max".
