Add "duck curve" schedule for TOD PPA price multiplier #1119

For PPA financial models, SAM's Revenue page has a library of time-of-delivery (TOD) price multipliers based on documents from the California Energy Commission (CPUC) Renewable Auction Mechanism (RAM).

It also has a "Uniform Dispatch" and "Generic Summer Peak" schedule that are generic and not based on a specific program or market.

The CSP configurations use the "Generic Summer Peak" schedule by default, which has peak prices during the summer between 12 pm and 5 pm. This does not reflect the "duck curve" effect that shifts the peak to the evening after the sun sets.

The front-of-meter (FOM) battery configurations use a simple two-period schedule and manual dispatch schedule with peak prices between 4 pm and 8 pm.

This request is to create a new "Generic Duck Curve" TOD schedule to use for the default configurations of all FOM configurations with storage, including CSP, Battery, and ETES.

Considerations:

  • Default ETES uses times series prices, so consider using the diurnal and seasonal shape of this price data as a basis for the new duck curve schedule.
  • For the battery configurations, need to update manual dispatch schedule to match the new TOD price multiplier schedule.

Notes:

  • Time of Delivery panel on Revenue page should be expanded by default for ETES and all configurations with storage (it is collapsed by default for ETES).
  • Might be helpful to show average multiplier (or min, max, avg) when TOD factors by time step is selected to help the user see that there is time series TOD data hidden behind the Edit array button.
