Issue overview

User file has ZoneControl:Thermostat objects but no ThermostatSetpoint:* objects.

Looking at ZoneTempPredictorCorrector::GetZoneAirSetpoints, the ZoneControl:Thermostat object is processed before the various ThermostatSetpoint:* objects with no check that the referenced objects exist.
