Issue overview

For the Envelope Summary table report, the Exterior Fenestration Shaded State subtable does not report for windows without a FrameAndDivider.

Example file WindowTests has window shade controls, but this table is empty:

Example file PurchAirWithDaylightingAndShadeControl has both window shade controls and frame and divider.
