For all Flat Plate PV, PV Battery, Photovoltaic Wind Battery Hybrid configurations, update temperature derate curve inputs, and change max to 1500 V

Also checked that maximum rated voltage in CEC inverter list as of 9/23/2023 is still 1500V: https://www.energy.ca.gov/programs-and-topics/programs/solar-equipment-lists
