Windows CI builds are subject to failure because https://indy.fulgan.com/ seems to be refusing access to itself at unpredictable times so that the Windows CI process fails to get https://indy.fulgan.com/SSL/openssl-1.0.2o-i386-win32.zip as the Server starts throwing up 404 errors - looking at https://wiki.openssl.org/index.php/Binaries it seems as though there is an alternative binary archive of the OpenSSL library that will meet our needs at: http://wiki.overbyte.eu/arch/openssl-1.0.2o-win32.zip ...
As completion of the CI builds is a condition for merging PRs and thus also for making releases I consider this a high priority issue.
