Recent versions of this package add TypeScript types.

There have also been some breaking changes since 4.4.3, so this bump is breaking as well.

New author for @metamask/safe-event-emitter and eth-block-tracker are okay.

Bin script confusion for @ethereumjs/rlp makes sense.
