[Bug]: Theme set to os cause display wrong themed image in What's New #22646

Describe the bug

Problem: whenever we have the theme set to os, if the system is set to dark we get the wrong image for the What's new popup.
I can see in the background how the theme is changed from dark to os - not sure if the issue is on how the theme value is set (do we expect an os value there? or according to the os theme, then we set this to dark or `light?), or on the operator for choosing the image.

Steps to reproduce

  1. It seems the default value for theme is os, so change your os theme to dark
  2. Open MetaMask
  3. See the image is the one for the light theme
