[LOOP-4483] Study Product Selection

Eliminate user retries on pod setup resumes (Loop issue #2117 follow up)

Adds a `currentOwner: HandoffOwner?` computed property on HandoffState so
Loop's iOS and watch HandoffOrchestrators can derive the current owner
from the state machine's notifyUI callback and feed it into
HandoffPolicyEngine.markCurrentOwner.

Pending transitions return the origin (still-owner-until-commit);
.recovering returns nil to skip the policy update during ambiguous
states.
