Thanks for the PR! This seems like a good fix, avoiding breakage without removing the added value of #51448 in its most common use case. I really dislike the whole magical nuanced expansion semantics of empty strings though, I wish we had gone with something more obvious (like named non-path placeholders for special expansions, e.g., user:bundled:/foo), but I guess that's too late now.

I don't believe this change from #51448 was critical to the goal of that PR.
i.e. Is there a reason someone might want to replace the default user depot and move it to after the bundled depots? Seems bad because packages would be saved into the first depot in DEPOT_PATH, so the stdlib depot..
So I'm proposing we revert that particular behavior to reduce breakage.
