🐞 Bug Summary

When a user scrolls the User to Add section in the Team Manage Members modal, the modal height automatically expands and the user is not able to save changes anymore.

🔁 Steps to Reproduce

1. Go to http://localhost:8080/admin/#teams and make sure that you have 20+ users entered
2. Choose any team's Manage Members` button
3. In the modal, scroll down to the bottom of the User to Add section
4. Observe that the modal is expanded and Save button is not visible

🤔 Expected Behavior

The modal should not automatically expand. It should keep the height of the User to Add section
