[BUG][UI]: Agents page has double loading spinner on refresh #2887

🐞 Bug Summary
Agents (A2A) page has the double-loading spinner on each refresh page.
The same issue was reported on other pages. Check #2689

🔁 Steps to Reproduce
- Go to http://localhost:8080/admin/#a2a-agents or refresh
- Observe the loading spinner

One loading spinner is displayed at refresh.
