📋 Background

Current State: Dutch has the worst body content translation of all 13 languages. While all 96 files have proper HTML infrastructure (hreflang tags, Schema.org metadata, Dutch navigation/headers), 84 out of 96 files (87%) still have English paragraphs in their <article> / <main> sections.

The TRANSLATION_DOCUMENTATION_README.md confirms that ~450-488 files across all languages have "infrastructure-only" translations with English body content still pending. Dutch is the most severely affected.

• All 5 core page _nl.html files have Dutch body content
• Translations are natural, professional Dutch (not machine-translated gibberish)
• Technical cybersecurity terms use standard Dutch equivalents where they exist
• HTML structure, links, images, and Schema.org metadata remain intact
• No broken links or missing elements after translation
• lang="nl" attribute correctly set on all files

🛠️ Implementation Guidance

Priority order (translate in this sequence):

1. Core pages first (5 files) - services_nl.html, projects_nl.html, why-hack23_nl.html, accessibility-statement_nl.html, security-assessment-checklist_nl.html
2. Product pages (9 files) - cia-features_nl.html, black-trigram-features_nl.html, etc.
3. Industry + ISO (7 files) - industries-*_nl.html, iso-*_nl.html
4. Blog articles (20 files) - blog-*_nl.html
5. Discordian ISMS (39 files) - discordian-*_nl.html

Approach:

1. For each file, identify the <article> or <main> section containing English paragraphs
2. Translate all <p>, <h2>-<h6>, <li>, <figcaption>, and other text content to Dutch
3. Keep HTML tags, attributes, links, images, and structured data intact
4. Keep brand names (Hack23, CIA, Black Trigram) and product names untranslated
5. Use existing Dutch translations in index_nl.html as reference for terminology consistency
