The footer contains several links that should point to Japanese language versions (_ja.html) when available, but currently point to English versions. Specifically:
- Line 875-879: Service links (services.html) should be services_ja.html if that file exists
- Line 887-889: Product links should use _ja versions if available
- Line 897-902: Resource links (blog.html, discordian-cybersecurity.html, etc.) should use _ja versions if available
- Line 909-913: Company links (why-hack23.html, SECURITY.md, accessibility-statement.html) should use _ja versions if available
This affects user experience for Japanese visitors who will be navigated to English pages when clicking footer links.

| **Option 1: Continue Manual Translation (Highest Quality)** | ||
| - Pros: Full control, perfect terminology consistency, cultural nuance | ||

| - Time: ~8-12 hours for remaining 80% | ||
| **Option 2: Hybrid Approach (Balanced)** | ||
| - Use translation tool for first pass of remaining sections | ||
| - Manual review and refinement of all technical content | ||
| - Preserve terminology from Japanese-Translation-Guide.md | ||
| - Time: ~4-6 hours | ||
| **Option 3: Staged Completion (Practical)** | ||
| - Complete HIGH PRIORITY sections first (Sections 3-4) | ||
| - Deploy partial translation with clear "In Progress" notice | ||
| - Complete remaining sections in subsequent phase | ||
| - Time: ~2-3 hours for high priority, then iterate | ||
| ### 🔧 Next Steps | ||
| 1. **Immediate**: Complete Section 3 (45 Risk Rules Framework) | ||
| 2. **Short-term**: Complete Section 4 (Swedish Election 2026) | ||
| 3. **Medium-term**: Translate use cases (Section 5) | ||
| 4. **Long-term**: Complete supporting sections and footer | ||

The TRANSLATION_COMPLETION_PLAN_JA_CIA_BLOG.md file was created to track translation progress but should be removed upon PR completion. This planning document is internal working documentation that doesn't need to be committed to the repository. According to the custom coding guidelines (CodingGuidelineID: 1000000), "NEVER create new markdown (.md) files unless explicitly requested by the user" and "NEVER create planning docs, notes, or tracking files - Work in memory for planning, only create files when specifically asked."
The translation status is already tracked in Japanese-Translation-Status.md (which was properly updated), making this additional planning file redundant.
