enable oc steps when new max cpu frequency is selected.

Your code would cause ANR amongst other devices.

This is built in to kernel adiutor in fusion ROM. Works for m8, nexus 6,
s4, s5, nexus 7 2013, and lg g3

Sorry I meant amongst other big.LITTLE devices. This is a never ending loop
